Bathroom sink won't shut off?

Definitely the toilet has nothing to do with it. Unless you're running a hot water line to the toilet, they're not connected in any way. And the pipes that take the water away from the toilet have no relation whatsoever to the pipes that bring water in. If they did, you would have serious issues!
