How will i know when my toilet is unclogged?! 10 points!!!?

I flushed down too much paper and it clogged my toilet. The water started to become less and less so to plunge the toilet i had to add water. Now the water level is back to normal. Does that mean that i took care of the clog. If not, how will i know when it is safe to flush it?
